Observation

4 and 5) Teacher Zakira Mazhar did not wash her hands or the child's hands in the bathroom sink (the sink designated for hand washing after diapering) after changing a child's diaper, or cleaing up the diapering area. The sink basin was completely dry and without watermarks anywhere around it.
